Finance Controller

London based international Aid charity has a requirement for Financial Controller to cover a maternity contract.

Key requirements 

1. Control Management, financial process and audit 

Ensure all country finance teams are clear on the processes and systems of financial management. 
Review existing financial controls and improve where required. 
Provide training and advice on the relevant manuals, ensuring that the finance manual is up to date and meets compliance with donor requirements and country needs. 
Check month end submissions submitted by country offices to ensure accuracy and complete tracking document to capture issues and gaps. 
Work with the internal audit firm to organise and specify the scope of the internal audit and to follow up on reporting and implementation of required improvements. 
Provide audit check documentation for RFM on visits and carry out audit follow up visit programme in liaison with RFM, based on level of risk. 
Liaise with external auditors to complete the year end audit to agreed timetable. 
Liaise with country offices to complete project and USAID audits. 
Check month end submissions submitted by country offices to ensure accuracy and complete tracking document to capture issues and gaps.

2. System accountant role for the PS Financials Software 

Support users in the use and understanding of the system, providing training as required 
Develop and maintain the user documentation for the system 
Maintain the system as required to ensure up to date with projects and coding and static data. 
Run system data integrity checks (audits) to ensure data is clean. 


3. Financial Reporting and Monitoring 

Provide support to UK office for financial control including the checking of payroll, all payments and the finance check of TAF, PRF and journals. 
Identify all compliance requirements in donor contracts and assign responsibility and track completion. 
Review donor reports for UK and West Africa for reconciliation to PSF, accuracy and budget to actual variances. 
Track all donor report submissions for timeliness and highlighting to management non-compliance. 
Assist and review the preparation of the UK annual budget and quarterly forecast updates. 


4. Prepare and monitor cash flow 

Prepare the annual consolidated cash flow from country budget submissions and update with quarterly forecast revisions. 
Agree cash reimbursements to country offices in line with budgets. 
Monitor the accuracy of the cash flow on a monthly basis, investigating and understanding significant variances to budget. 
Recommend deposits for the money market where there is an indication of surplus funds for a period 
Liaise with FX personnel at the bank to reduce currency losses based on the prepared cash flow 


5. Human Resources 
Set the objectives for the UK Finance Officer in coordination with the Chief Finance Officer 
Actively support and motivate the UK Finance Officer, carry out their annual performance evaluation including personal development 
Coordinate with the absence of the CFO and UK Finance Manager to ensure all gaps are covered and handovers completed prior to any leave. 


Qualifications and Experience: 

Essential: 
Fully Qualified ACA or CIMA Accountant 
Two to three years post qualified experience ideally in the NGO sector 
Working overseas or with those from other cultures
