Full time

To operate and administer the Building Acts and Regulations within a designated area of the Borough under the supervision of a senior officer.

To check plans, details and specifications of proposed building works to ensure they are fully in accordance with the required standards.

To inspect and survey construction works to ensure they are fully completed in compliance and in accordance with the regulations and associated legislation.

To maintain effective and cordial relationships with clients and contractors. To fully participate in the promotion of theBuilding ControlService both within the Council and the construction industry generally.

PERSONAL DUTIES

Examine buildings erected without authorisation and initiate the necessary action to have them removed or regularised to conform to the Regulations.

Carry out discussions with applicants both before and after formal submission to obtain amendments to plans, or point out where detail is lacking; generally give guidance of good building construction.

Act upon all contraventions of the Building Acts and Building Regulations endeavouring to ensure the building is modified to conform to the Regulations. If unsuccessful in these discussions or time limits are endangered, bring the matter to the attention of the Area Surveyor.

Assist in the preparation of reports to Committee.

Receive applications and associated plans for consideration under the London Building Acts and By-laws or the Building Act and Building Regulations and other relevant Acts. Check simple structural calculations and details.

Subordinates - Supervise the work of technical staff and trainees as allocated or specified generally.

Survey structures on special and temporary licence for general stability, durability and use and make necessary recommendations for or against renewal of licence. Refer cases to Area Surveyor where structures should be removed.

Draft correspondence and memoranda for approval by the Head ofBuilding Controlor senior officer. Maintain site diaries.

Attend Court to give evidence in respect of outstanding fees payable to the Council for supervision of building works or other legal proceedings.

Consider and report on applications for By-law Waivers and Building Regulation relaxations to the District Surveyor and consult with the Area Surveyor.

Survey general buildings and structures during construction to observe compliance with the London Building Acts and By-laws, Building Regulations, Means of Escape in Case of Fire, conditions made in giving waivers or relaxations and for compliance with planning permission.

Be aware of Health and Safety legislation particularly as applied to hazardous areas of own work.

Carry out responsibilities of the post with due regard to the Council's Equal Opportunities Policy.

Visit premises in respect of which special conditions have been specified as regards fire precautions for Mechanical and Electrical installations and ensure these are complied with.

Maintain regular contact with officers at similar and higher levels in own and other departments of the Council.

Maintain contact and provide advice to members of the public, architects, builders, engineers, other authorities etc.
