Basildon and Brentwood CCG Accountable Officer will lead the CCG through the transition to a statutory CCG providing support to the CCG Board and member practices to enable the organisation to function in such a way as to demonstrate compliance with statutory duties to enable successful authorisation.
The Accountable Officer will therefore be a member of the governing body and will share with other board members responsibility to ensure that the CCG exercises its functions effectively, efficiently, economically, with good governance and in accordance with the terms of the CCG constitution as agreed by its members.
Key duties and responsibilities will include:
  • Ensuring there is a clear strategic direction and vision for the CCG and keeping this under regular review.
  • Responsibility for ensuring that the CCG fulfils its duties to exercise its functions effectively, efficiently and economically thus ensuring improvement in the quality of services and the health of the local population whilst maintaining value for money.
  • Ensuring that the regularity and propriety of expenditure is discharged, and that arrangements are put in place to ensure that good practice is embodied and that safeguarding of funds is ensured through effective financial and management systems.
  • Working closely with the Chair of the governing body, to ensure that proper constitutional, governance and development arrangements are put in place to assure the members of the organisation's on-going capability and capacity to meet its duties and responsibilities.
  • Developing and implementing a local health strategy and deliver QIPP
  • Supporting the Chief Operating Officer in establishing and maintaining appropriate and effective management systems, processes and structures for the new CCG.
  • Engaging local clinicians, nurses and allied health professionals in joint working and to build relationships with neighbouring CCG's.
  • Encouraging a culture where CCG employees and teams are empowered to take personal responsibility, are well motivated and able to understand and commit themselves to the objectives of the CCG.
  • Supporting and encouraging the development of partnership arrangements that ensures co-operation and collaboration between all CCG stakeholders.
  • Responsible for ensuring that the CCG continues to develop a framework to continuously monitor and improve standards and to ensure that the CCG meets its statutory obligations.
The person
The successful applicant will be a very senior manager with extensive experience in the NHS at board level.  Having experience of dealing with challenging financial environment you will be committed to continuously improving outcomes for patients, tackling health inequalities and delivering the best value for money for the taxpayer.
